Debit cards for unemployed charge fees

Good morning! CNN has an  interesting article about how debit cards used to administer unemployment benefits are charging fees from $.40 to $3.50 per transaction.

 Meh!

Is this fair?

It sucks.
That happened to my husband in AZ. He got 4 “free” transactions, and after that, it was a dollar a transaction, plus whatever charges from whatever ATM.
For some reason, they wouldn’t do direct deposit. I never could get a straight answer to that.
We just used one of those free transactions and withdrew the money to the nearest 5 dollars and physically took the cash into the credit union. There was always enough left in from the previous month to cover the ATM fee.
It was like they made a stressful time even more, for no reason at all.
